temp gauge problems

ok, so I go to start my car this morning and as soon as I turn on the key the temp gauge shoots up to half, so figuring that it is just the sensor I go out and unplug it, and I get the same reading. then I start my car and let it warm up a little (sensor hooked back up) and the gauge starts reading even higher, so I shut it off. I measured the resistance if the sensor as 1.2 ohms. is this normal for a bad sensor or do I have to start looking for a short somewhere?
