What would this do to my car?

I found a good sized gash in one of the vacuum lines. Its the one going to the outlet of the fuel rail. Would this make it so the valve at the end of the fuel rail would stay open and let the fuel back into the tank? I cut it off and there was enough line left to still fit onto the drivers side of the rail.

Well I was looking more at the fuel rail and there isn't even any fuel getting out of the rail back to the tank. So I'm not sure if there is any fuel getting to the rail or to the engine for that matter. I bought a Walbro pump and new fuel filter from dsmparts last thursday, but have yet to recieved them. I'll have to wait some more before I can even elminate some possibilities for my car running horribly.

Also when I have the car in gear the trans seems to be making a ticking noise. What could this mean?
