HELP! Ticking noise coming from the dash-board area - above the radio??

I just started hearing this really weird 'ticking' or clicking noise around the dashboard yesterday at low RPMs. It's really starting to concern me and I only hear it at low RPMs, like 500 -> 600rpm. When I bring it up to 1,000rpm, it stops.

I have an automatic transmission, so I put it in drive to bring the RPMs down to 600rpm, pulled the e-brake, walked out side and discovered the ticking noise APPEARS to be coming from teh transmission area???

I've also been told it could be my ECU caps. What in teh world are these? Are they easy to replace? CHeap? Please help! Anyway I can diagnose the car??
