exhaust emmisions question

ok, so my car failed maryland emmisions for the exhaust, first they did a tailpipe test, and it failed because the hydrocarbon level was above the state limits
the guy that did the emmisions test had no idea what he was doing,m and he was fronting like he could drive a 5 speed, with my act 2600 he couldnt even get it into gear without grinding the hell out of the gears, and couldnt move it without stalling
so i made him get out of my car, get his supervisior, they i made the supervisor put it on the treadmill to test it again that way instead of another tailpipe test i neutral, the exhaust failed again, this time in every catagory instead of just hydrocarbons

so what i want to know is whats the easiest and cheapest way to make my car pass emmisions, if i boght a stock exhaust from a junkyard do you think that would make it pass? or could an old high flowcat that could be worn out and bad be the problem? it might mot be catching the bad things out of my exhaust like iut should
or is there some problem with how my car is running that changing the exhaust wolnt fix?

sounds like it is running too rich. put the stock mass air back on and if you have an AFC lean it out. try a new converter. My car just passed with a MAFT and 3 " exhaust the HC was 48 out of 128 allowable.
 
Get one of those cheap High flow converters from ebay. I changed mine out after i failed the maryland test and i passed with the new converter.
 
good god, how did this 14 month old thread get dug up from the bottom?

i posted this back when i had my 93 tsi, it had a stock unhacked mas, only mods were a full exhaust, intake, and an MBC. never did get it to pass emmisions, lifted the head off the block and killed the engine in it first. something in the cooling system went bad while i was doing 70 on the highway, long story short it was already too late by the time i noticed it wasnt running right. collent temp pegged at hot, head lifted, oil all blew out of the block, siezed it(all while at speed on the highway), bought a 91.
the 91 tsi in my profile now never had this problem, and how it was modded the 91 never had a ghost of a chance of passing emmisions(everything dealing with emmisions had been removed)

but someone T-boned my 91 about a month ago, totaled from body damage. now i have a 92 laser, has terrible idle surge and the rpm dont drop properly when i engage the clutch or go to neutral, im guessing its the ISC or something else on the TB.
