t-belt tensioner or tranny, wierd noise

When I press the gas pedal (no matter if I'm in neutral or in gear) my car sounds like it is going to blow at any point. It's more of an "urrrrrrrrr" sound than anything and it gets louder as the rpms increase. I am too afraid to rev over 3500 rpms and I've driven it around like this since March without it creating further problems. At first after asking around, I figured it to be the T-belt tensioner and was planning on replacing it. But, the T-belt tensioner was replaced in March, when the motor was put back in. I asked around again and drove some friends around, and they seem to think it is the transmission. They have said that even in neutral, when you press the gas, there is a shaft that is still turning, and that could be where the noise is coming from. Any suggestions?
