having trouble code 0400 EGR Flow Malfunction

well after installing new turbo, On my early 95, i ran midsection of exhaust open because of new o2 housing would not line up , any who the down stream o2 sensor was recieving no exhaust readings for around 2 days since exhaust was ubolted so i dunno if that can affect anything. The problem is later the first night after installation/running open exhaust my car started stuttering a lot at high rpms almost like it was running too rich. Well the next day i changed plugs, clean 2nd o2 sensor since it was soo black and seut filled and bolted up the exhaust back. I leaned the Safc out more to get rid of the stuttering at high rpms is gone now. My deal now is i cannot get rid of the stumbling and hesitation in low rpm range. I tried richeining and leaning out, but nothing still. The car sounds chokey between 2-3k rpm. I dont know what to do. I found i have a check engine code popping up now and then so i went to finally get it checked since i thought it was a cel from the test pipe. Well the check engine code reads Error 0400 EGR Flow Malfunction. What does this mean? do i need a new one, something else? i am lost. At cruising speeds on my car hesitates lightly. My mods are SAFC, 660s, 255lph, no regulator . This is my 3rd day after my new AGP RS49 turbocharger ported and clipped 15 degrees. Please help thanx!

Just got this code too. Did you ever find out what it was? I do have a EGR blockoff on but it is still plugged in to the vaccuum hoses.
