poor boost on new rebuild -turbo?

I just rebuilt my engine after 100k because it had like 70 pounds in one and like 85 in another so now its back up to like 140 so im happpy but my boost remains low and it seems very slugish. I was wondering how to tell if its my turbo i only boost like 9-10 psi whne i got the car it was like 13.5-14 thanks for any help

-Original turbo? Did you check the condition of the waste gate prior of reinstalling the turbo? Pressure test the IC pipe?

Yes its the orignal turbo with 100k on it. what do you mean preasur testing the intercooler pipe? and to test he waste gate i juse use a vacume tester and make sure its thourley closed at 15 psi right? :>
