Wierdiest problem with boost surging (not creeping) with my new 14b

Hey everyone im knew to the board and have been lurking for a while... hate to start off my first post this way but i desperately need some help.

I recently just got done putting my 14b ported and clipped on my 95 talon tsi awd. Its wierd cause in 1st it will hit 13-15 psi, the auto will shift to second then climb from 13-15 to 21, then shift to 3rd and drop then boost to 21 again, its not like boost creep its more like surging almost like its lettin the turbo boost to its full limit... i am very stumped on why it goes up to 21, i have all the supporting mods to safely run that kinda boost, but i dont know how to set my mbc cause i have no clue what boost im running if it spikes up like that. I know im not explaining it good but its really hard too... this is a full list of my mods below, the turbo lags a good amount but when it spools its nice and hard and even pulls harder when it hits the 15 to 21.


1995 Talon Tsi Awd- 1st Gen 14b Turbo Ported and Clipped, Dejon Tool Upper IC Pipes, 1g Bov, KnN Open Filter. Apexi N1 3 inch Downpipe (no cat), Apexi N1 3 inch Catback, Hallman Pro Manual Boost Controller, 255 walbro hi flow pump, Autometer phantom boost gauge, 450 cc injectors.

Your wastegate actuator might not be working. Here's the test procedure from a Chilton's Manual. "The wastegate can be checked with a pressure tester. Apply approximately 9 psi to the actuator and make sure the rod moves. Do not apply more than 10.3 psi or the diaphragm in the wastegate may be damaged. Vacuum applied to the wastegate actuator should be maintained, replace if leaks vacuum. Do not attempt to adjust the wastegate valve." You'll need a vacuum/pressure test kit(mity vac makes a nice one). Good luck.
 
If it is in fact my wastegate, can i replace the wastegate from the 14b with the wastegate from my stock t25?


would autozone sell the tester kit?
 
i tested my wastegate by taken it up to 10 lbs of boost and lettin off, and the wastegate arm does in fact move. Should i still go get the tester? My buddy who had this before me said everything was perfect for him, and it might be cause of my auto?
 
checked over and over the installation of the mbc and everything seems good... im still puzzled as to what to do...
