Problem with my roommate's EVO

Ok so my roommate had taken his engine out of his EVO and built the top end and was going to do the bottom end but ran out of funds. So we put everything together and bolted the engine back in and hooked everything back up, we went to start it and it's cranking but it doesn't sound like it's firing.

He just put a new crank angle sensor in and when I took the plug boots off and looked at them while he was cranking the engine there was no spark or anything happening.

I'm wondering if anyone who has done a build on their DSM has had this problem when they put their engine in and can give us any kind of incite as to what the problem might and and/or what we can check.

Plugs are brand new and we checked all the wiring connections and everything checks out. We are trying to figure out how to check the resistance in the wires but we aren't the greatest with electrical.
