Im at wits end.. help please in NJ

ive bought a 1992 eclipse 2wd non turbo from a kid who said he bought it with a blown head gasket and he allegedly replaced it. He also said he had replaced some other items including the exhaust manifold, and timing belt,but he never did get the car to run
My buddy and i looked at the car and found that there was no o2 sensor and we got one which wouldnt go into the aftermarket manifold as the thing wasnt machined right to fit in, so we got a junkyard header system and put that on and screwed in the o2 sensor still doesnt work right we replaced the plugs and wires as well as the air filter
we then had the MAF sensors cecked and that was ok
towed the car to a legit shop and they found the car was out of timing and reset the timing belt
they said there were spacers missing in the EFI and they replaced them
They then replaced the computer on the car with another one and confirmed the MAF sensor is ok and confirmed both computers are ok they put the old computer back in the car

the car still dumps too much gas and it turns the plugs black with soot within minutes.

Anyone wanna come look at it? ill gladly pay someone to fix it as this car is someday going to be my daughters if she gets her license, and already shes fallen in love with the car

Well the 02 sensors are a must, so everything has been timed then? Does it crank or start over? New plugs I am assuming? and wires?

there is only one oxygen sensor that screws into the header that we installed to replace the aftermarket one that didnt accomodate the oxygen sensor. There did not appear to be any other oxygen sensor on the car, if there is one, where is it??
The spark plugs are brand new ( Bosch i believe) as is the ignition wires (Napa brand) and the air filter(wix).
The mechanic who has a legitimate shop told me the timing was off a tooth and he reset the timing and the tensioner setting it to the factory specs.

by tuesday the car will be sitting in my sons driveway in old bridge right by where route 9 and 34 meet currently its still at the shop who couldnt fix it on 27 in colonia... I live in Brooklyn but the car is going to be in NJ for a while gotta get it running so i can justify the expense of registering it If you want to come look at it, ill PM you my cell number

I'll only come to try to help once you change out those Boschs and put in NGKs. Of course I won't charge you anything as I'm not a certified mechanic. A beer will do.
