Do I want it to open when revving at idle? Ive seen alot of videos of people revving their car's and the BOV opening. As of right now my BOV isnt doing that. If im suppose to make it open. How do I do it. Oh yea im only boosting 6 lbs on my 420a right now

Get a more dedicated signal for your BOV.

Your not blowing off while free revving because there is no load on the motor, which means the turbo isn't spooling, which means there is no boost to blow off, as silver stated previously.

You could get a smaller turbo that requires less energy to spool, or you could stroke the motor which will produce more waste gas to spool the turbo with.

Or you could not worry about building boost while free-revving. It isn't productive, and isn't quite the best thing for the engine.
