why wont these cam gears line up (400awhp 1990 tsi)

here r my questions, please help

1) Will rotating the crank or cam gears cause pistons to bend valves without adjusting valve train? Because i did that and i'm hoping i didnt F* anything up

2) My motor was rebuilt by some dude who put aftermarket camshafts (Comp Cams #2) and each one of my cam gears has two marks, he colored one mark on each cam gears yellow, and when i align them, the cam gears will allign perfectly yet the dowel pins will point down (diagonally).

When i try to allign the cam gears with the dowel pins straight up the notches won't want to align perfectly.. they are about a tooth off and when i try to align them perfectly the cam gear just goes back to the way it was, about a tooth off. I think its the exhaust side that doesnt want to stay.. What should the lobes on the cam gears look like with them set at TDC??

3) do i need to do anything to the CAS cam angle sensor to retime the motor?? where do i connect a timing gun to time the motor
 
when lining the cams the dowel pins must be up, now when timing it you rotate the exhaust to the right about a tooth and but the timing belt around the cams and but a c-clamp around the timing belt and the exhaust cam, then but the belt on the intake cam and c-clamp it then just rotate the cams only and line them up. go around and down to the oil pump(when putting it around the oil pump makes sure that it is right because it can line up twice, theres a bolt on the back side of the motor. take it out and put a screw driver in there, when it goes all the way in thats where you line the mark on the oil pump). then line the crack and put it around it and last you put it around the adjustment pulley. after you get it all on and all the marks line up perfectly rotate the engine 6 times and it should all line up again, if not retime the timing belt.
 
man im trying to visualize what you're saying, can you explain in more detail the lining up of the notches, like how to which cam to c clamp and which cam to rotate etc...


also could rotating of the crank independent of head bend any valves?
