Pacesetter downpipe question

ok so i got a 3" pacesetter downpipe, spent friday night and all of saturday porting my turbo, re-porting exhuast manifold, and O2 Housing and then of course installing my downpipe, but i can't seem to get the falnges to lay flat onto the O2 Housing, it sems the welds are in the way of the hex nuts, it looks like a pretty sloppy weld job as it is, just wondering if it would be ok to sand down the welds a little to get the hex nuts to fit, also if anyone else had this problem before did what did you do to correct it? i have one nut all the way down but on the other I have a gap about as wide as the thickness of a penny.

needed something that would bolt to the cat, and i already have it so its kinda stayin for a good bit
 
looks like they went heavy on the weld metal, i'm going to sand down the weld on the flange a little bit and see if I can get thats nut to go all the way down, i'll post my findings.
