Car will not idle or run

The car originally had the idle surge problem, but I checked the ISC and the coils are all at 30 ohms. Now the car runs like complete crap, will not idle, and sounds like it is missing. The CAS could be potentially 180 out, and the MPI relay clicks like crazy. What are the symptoms of a dieing ECU? What tests can I do to confirm it is the ECU?
 
It is missing the capacitor closest to the plugs and has severe burn marks. Tried replacing that and it shorts the new ecu. What wires should have 12 v going into the ECU and are there any common electronics that can fail and take the ecu with them?
 
I would agree that "Steve" seems to be the guy when it comes to ECU issues. I'm having the same issue on my 90 Laser NT. I just did an engine swap (4g63 6 bolt NT from 94 eclipse NT with cyclone intake?) and for the most part, all went O.K. However, I now have an idle serge when cold, MPI clicking and engine stalling problems. It also seems to have a lack of power, sort of like a miss-fire or something.

In any case, I ordered replacement Caps. from E-Bay and spent under 5 dollars on them. I will install and let you know if that fixes my problem. Worse case scenario, I live darn close to St. Charles!

O yea, I did NOT use the throttle body or intake from new motor (cyclone) I used the stock 91 “normal” intake.
