lifters making a horrific ticking (no its not the usual dsm ticking)

ok, i know how our cars make a small ticking noise all the time, but i have had my newly rebuilt engine running twice at 10 minute idling intervals. i know there is oil going to the valves and that area, but i am hearing one hell of a horrificly loud ticking noise from under there. it almost sounds as if they are not pumping up with oil. how on earth could i fix this.
 
Were the lifters primed before they were put back in?

Happens when you pull them out to clean 'em with carb cleaner... once they're back in, they clatter like CRAZY for about a half-hour or so, until the oil works its way in. Then they quiet right down. Just leave it idling for a while (do NOT drive it while they're clattering!) until it goes away on its own.
