Another 90 Turbo No Start Problem

I've been searching and reading everything I can find but still cant get my 90 turbo FWD Laser to start. I didnt have a check engine light and I read that is caused by a bad ECU so I bought a new one and now I have a CEL but still no start, I've replaced the coil, plugs and wires, and both timing belts. I've been running different tests from my manuel but I cant find anything wrong to cause it not to start. Anybody have any hints??
 
It is getting spark and fuel, but as far as crank goes everything turns but it doesnt sound like its trying hard enough. It sounds like when my timming went on my 94 the cams turn and everything but it doesnt want to fire.

Sounds just like my FWD turbo right now its also a 90 its getting spark and everything turns but it dosent seem like its trying hard enoguht to start up. mine is going to the shop tommorw morning to get check out and find out whats wrong with it, this guy isent a rip off my family has been goign to him for more then 20 years and they know him personally so ill let you know what he says, if you find ne thing out let me know! thanks!

Did the timing belt jump?
