Stock boost control solinoid suppose to leak at idle?

I can hear a noticeable hissing sound coming from the boost control solinoid. It is sucking air through the side that used to go to the air can. You can put your finger over it and it holds vacume. It just started doing this. Is it bad? I thought that it only bled off air during boost?
 
I am using it because it works and the aftermarket one made me creep to 20psi. The stock one holds 11psi. Kind of funny actualy. :laugh: I swaped it with another one and no change so, I am guessing it is either a relay or fuse or it sucks in vacume normaly.
