Is my turbo oil seal shot?

I think my seal on my turbo is shot and I have a small amount of shaft play. I'm creeping really bad, so at close to WOT it creeps to a little over 21 and then after I let off, I get a little cloud of smoke behind me.

Could a bad seal in the turbo cause a little cloud of smoke?

How can I check to see if the seal is good/bad?

Also, How can I check to see if the turbo is getting enough oil?

If your turbo was blown, it most likely wouldn't make 10psi much less 21. Sounds like valve seals if it is just a slight puff of smoke.
