idle problem - narrowed it down

Ive had this idle problem for a while now. When my car is idling, it idles up and down really fast between 900 and 1000 rpms and my lights flicker dark and bright. So far ive replaced wire, plugs, isc sensor, and checked for leaks. I now believe that it is my timing belt being off a few teeth. I got it replaced about 3 months ago and it didn't fix the problem. So Im guessing that maybe they just didn't align it right. I was told that it may be because my hks bov is vented, but i use to have a greddy type s recir. and it did the same thing. If anyone has any suggestions or if they think that these are the symptoms of a timing belt being off a few teeth let me know. I plan on just going ahead and buying a greddy timing belt and replacing it. Thanks
