I take it the #'s on the left are yours and on the right legal limit. How old is your car, and has the cat ever been replaced? To lower your hydrocarbon reading you may want to try Seaform or another compound that'll clean up all those carbon deposits in your cylinders. No clue if it'll affect anything but it's worth a shot. As far as lowering your NOx readings I really can't say - that's why chem is only my minor

I just had a funky idea. What about a custom downpipe with two cats to use with emmissions tests? Hypothetically is should work to reduce emmissions further, although the visual part may be tricky.
