2G timing belt prblems

when i acel i hear a squealing sound from the timing belt area. i pulled the cover and the timing belt dosent seem to be rolling true on the gears. its kinda gotta a whobble. what do i do? also my emission purging solenoid is ticking continously sometimes it will come on and tick for about 15sec and then it goes away for a little bit then comes back. any clues there?
