is my turbo dead?

Ok, i just installed my 6bolt swap and had very low oil pressure due to the balance shaft berrings not lined up right. I did drive it a little with low oil pressure. my first 3 times driving it it ran hard as hell. didnt have the boost gauge hooked up, but had it running through the fact. wastegate silinoid to break the motor in. The next day i put in the balance shaft in place to get my oil pressure back up and hooked up my boost gauge. I'm running 10psi too. My car seems way too slow compared to the first 2 times i drove it in my neighborhood. the turbo is a brand new evoIII 16g.
 
what it boils down to is could i have damaged the turbo with having low oil pressure? My buddy was telling me that i only needed a lil' bit of oil pressure to get to the turbo. But i was'nt getting that much to the head after checking that out.
