Fuel problem, throttle problem, I don't know

I have been having a complex problem with my car lately. Number one, every once and a while, the car will not start, it turns over, but does not start. I wait 5-10 minutes, and it starts. I smell gas sometimes, but it almost seems like I have flooded it. In never hit the gas when I start it.

Number two, the car revs when in neutral. it will go from regular idle to approximately 1200 1500 rpms, then back down.

No rhyme or reason to either problem, they happen under any conditions.

One thing I have noticed is on my pocket logger, my throttle position shows to be only opening to 92%. But, my afc shows 100%.

My mods are:

16g turbo, 660 injectors, 255 lph (No rewire, no AFPR), AFC II, 3 inch exaustw/ 3 inch cat, FMIC.

Any ideas?

I'd start with the basics. Check your idle speed controller, throttle position sensor (which may explain the different tps readings), and BISS screw (which is the large screw on the top of your throttle body). It could be just something silly, which it usually is.
