Wastegate stuck???

Should I be able to move the wastegates arm with my hand? Cause I can't. Is the valve froze or something? Is there a way to test it for operation?
I have a 97 GS-T spyder
 
You should be able to pull the actuator arm by hand but it will take some musicle. If you hook a pressure pump up to it that will work. Like a bicycle pump or something. Do not excede more then about 10-13psi though so you do not tear the diaphram. And as answered previously above, the wastegate in the turbine housing will move freely by hand when the actuator is disconnected.
 
I am trying to move the arm with everything hooked up still. The arm does not move at all. What do you guys mean by actuator. The housing the arm attaches to?
