Temp. Gauge acting funny

While I was driving to work my Temp. gauge started going up as normal then stopped. when I went to get food (2hrs later) for some people at work,the needle went up normally but real slow. Then after work the needle started going up then started going back down and kind of hoverd at a certain spot. Bad sensor maybe?
 
bad sensor or low coolant. if there isnt a constant flow of coolant over the sensor it will read funny not consistantly. i think they put the cooling sensor in a bad spot its too high needs to be at a lower point where there is coolant all the time not when its running and the water pump is providing coolant flow for it
 
Sorry it took me forever to reply to this. My computer is F'd up. I first changed the temp sensor because I thought that was shot, but I still was getting funny readings. So I investigated further and what do you know, bad thermostat. DOH! Thanks for all your help to evryone who submited a response.
