I have a 90 GSX (completely stock except radiator) federal emissions intact. Now im moving from Kansas back to Nor-Cal and i need to know what kinda hell i got to go through to register this car in Sac area. Anyone try to register out of state DSM before?

If the tech doesn't catch it, the VIN will tell him it's a Federal car. Used cars (over 7500 miles) are good to go in CA, so long as they aren't modified. My 1G was Federal, as is my J30. They pass smog just fine.
The only difference on a 1G is the EGR solenoid, and a slightly different ECU map.
From 94 on, all DSMs were built to California spec.
