? on ecu swap in 2nd gens

ok. I was told that the ecu's in 2nd gen GSX's do not have a governer for top speed due to stock tires being z rated unlike the GST which has a 130 mph limit. Are there any differences in the two ecus ,beside that, which would prevent them from being exchanged?
