Galant starting issues

Ok I have a friend that has a 99 galant v6. Will not start. New starter and it just clicks. So i put it in neutral and fired right up. I swaped the relays around tried starting it again but this time in park since I swaped the 2 relays around, and No start just clicked so tried neutral again and click no start. I switched them back to the way they were and it wot strt in park or neutral. Im thinking when I switched them around it blew the other relay as well. Getting new relays tomorrow I believe but what else can this be if not relay issues?

I have did alot of researsh and see its fairly common but no real anwser. Some say its relays some say relays didnt fix it and even dealerships couldnt figure it out
