No CEL on ''KEY ON''

so My car wont spark....it wont even show a check engine light on when i turn the key to the ON position, i checked the MPI Fuse and it seems good, i tried a difrent ECU and nothing still...i dont have anything to test for voltage, ive come to a dead stop in trying to figure out what it is! i need my car to RUN, im moving 8 hours North in a couple days, i have no time for this and no money to pay somebody!! i need advice and fast

I took some pics of the ECU i got...the new one is on the left,mine is on the right side. I noticed the new one i got is Thicker?? also took a pic of the MPI Relay, next to it there is a wire that is not plugged into anything, what is that wire? anybody? MPI fuse seems fine too

The CEL bulb in the gauge cluster might be out. Check this out and then see if you can pull the codes
 
i have nothing to pull the codes with, i doubt the cel bulb might be out, ive tried 2 diffrent gauge clusters.
 
on my old 90 the mpi fuse looked okay, but turned out it wasn't. Try getting a new one/ swapping it out with another ( or in a VERY desperate situation, hold a pair of needlenose across it )
 
ok, i lost the little cover to it...its the blue 20 amp one right? and it sure did look good... when yours was bad was the pin still all intact inside?

and would a bad mpi fuse not turn on a CEL light at key on?

then the ecu isnt getting power.

you retrieve codes by grounding one of the pins on the obd plug and read the flashes of the CEL or you need a pocket logger
 
ok so if i ground one of the pins of the obd plug...the CEL should blink a number of times and this will tell me whats uP? ok so where is the OBD plug and what does that stand for? thanks again, can i ground it to the chassis with a wire?
 
ok i see, so i need a voltmeter for this scan, am i using the OBD1 page? the first page on there? and what page represents the correct codes for my car? thanks

this car has not been started in years, it was a project car, would this affect anything code wise?

unsure what the DLC plug looks like

should i buy a digital voltmeter?

where is the DLC plus next tu the fuse box....the fuse box inside the car??


ok so i went and got a voltmeter... did the test and nothing...its not even reading 12v....what is suppose to blink?? is anybody still there?? i need your help. would a bad MPI relay cause a no CEL at ON possition?
