Can i replace my t-25 wastegate actuator with a 16g one?

The short answer is no.

The long answer is, since its not rocket science and it really is a matter of just a can with some rubber in it pushing on a rod that opens a flapper, yes. The change would be hard though, the shafts are different length, and they mount completely differently, you would have to make up a bracket and you would still probably have some problems.

If you can get a 16g one for free or real cheap, just upgrade to a 14b real quick and you can use the actuator.
