That part is to prevent the radio from having a lot of static. If you don't have it, you might get some abnormal static in the radio. I forget the technical term for it.
 
It is called a noise filter. You might have a problem with the tach if you disconnect it. I know you will on the 90's but not sure of a 2g. Just unplug it first and make sure your tach is working properly before you get rid of it.
 
Radio Frequency Interference Suppressor.
Whether it's for the radio, or to prevent stray signals from messing with the ECU is unknown. Interestingly, the ground strap on the exhaust (that's usually gone by now) is also for RFI suppression. I'd guess somewhere, somehow, under some circumstances, the engineers decided both were needed. I've not heard horror tales of their being missing.
