building a budget motor. need sugestions

ok so i want to get another motor for my dsm cause it seems i needed now...as for the one that im taking out i wana rebuild but with a bit of performance enough to get a kick but want to still keep legal on the street (california streets) what parts can i get or should i get ...keep in mind im on a budget...any ideas?
