Apexi Neo - when i try to set the throttle position on the neo it jumps to 4.581V

when i try to set the throttle position on the neo it jumps to 4.581V even when i just barely have my foot on the gas pedal. there is nothing in between. so when i am only like 1/4 on the gas it is reading 100% throttle. could this be a bad throttle sensor????

rewire it....you have the wrong pin on the ecu

Either a bad TPS or you wired the SAFC to the IPS.
