When I turn the bolt, it fails to tighten up, so I suspect one of the wholes on the outlet of the turbo (where it connects to the IC hose) is stripped. The bolt itself looks like it's in perfect condition. I"m not sure about the size of the hole, but should I retap it? Get a bigger bolt?

What do you guys suggest? I wan't to break the motor in, but cannot, since it's not building any boost because the IC hose is leaking pretty bad from that connection.

can you get a gear clamp around it to temporarily hold it on untill you can retap or helicoil the threads?
I would suggest applying some RTV to the gasket before you put the clamp on just to help seal it.
