This isnt just on Eclipses. I think the people with the angled exhaust just cant afford the better straight exhausts or to even have them cut and modifed to be straight.

Exactly. I've seen numerous Integras, 240s, etc. with angled exhaust. For some reason it's extremely common in the GF North Dakota area. DSMs are actually the exception.
 
I'm definatly a fan of the angled exhuast. It gives it that distinct look aside from all the other honda guys running around with nothing but intake and exhuast. No offense to the Honda croud, but there are too many of them, and they all want to be fast and furious. Buying a cheap or expensice exhuast can get you either result. But usually people who buy cheap exhuast get a straight or downward look. COUGH-COUGH(Honda Guys) But it all depends on how much money you want to spend, or what particular look you're going for.
