won't idle after sitting, chips/vacuum?

I bought a 90GSX a few months ago but haven't gotten it on the road yet. On the road test and the ride home it drove fine, and idled okay (stable) but sounded a little broken up. I figured it was the chip (burnt by a honda tuner with no ability to adjust below 1000rpm's).

2G MAS
550 Injectors
Big 16G Turbo
255lph Fuel Pump

After sitting a few months I had a hard time trying to move the car in and out of the garage. When I went to give it gas it would stutter (if below 1000 rpm's) and then either pick up or die. Figured it was the chip. I just swapped a new chip from DSMchips with the relevant mods, and the car will rev fine but it won't hold an idle. It will idle flawlessly for 7 seconds, and then it will either die or completely stumble at 500rpms and the vacuum drops to -9 (held vacuum at -18 for that first few seconds). The fuel pressure is also at 43 during this (not sure where it should be and don't have an AFPR, just a gauge). I plan on doing an SAFC and an AFPR but wanted to get it running right first. However, I'm not sure if not having these is causing the problem. I doubt it though.

I don't know if a vacuum leak is causing the car to stumble, or if the low vacuum is being caused by the car stumbling. The vacuum seems normal (-20 ish) if I hold it at a certain RPM. Would it leak under this type of throttle too? I was at the garage by myself so I couldn't check for vacuum leaks with the car idling because it wouldn't stay idling. I think I'm going to end up paying someone to take a look at it because I can't move it out of my garage, and I'm really busy with testing and interviews in the next few weeks. I just wanted to know some possible solutions, in case it may be something obvious, before having someone look at it. Also, it doesn't smoke or anything.
 
Also, there is no CEL, and the PCV is currently removed with a vacuum line pointing down (which I will be fixing with a PCV, catch can, check valve, but Home Depot/Pep Boys was closed today).
