Use POR-15 on rusty suspension?

I'm looking into buying a local 1999 GSX. I like almost everything about the car but it has quite a bit of underbody and suspension rust. I don't have any good pictures of the rust to show how bad it is, but it's not extremely bad. The rust on the underbody is mostly surface rust. Almost all of the suspension pieces have surface rust too. I'm torn between whether or not to buy this car because of the rust - if it weren't for the rust, I would definitely buy it. I don't mind spending the time fixing all of it either. I do mind spending thousands of dollars buying new OEM replacement parts though because I just can't afford it. Here are my questions:

1. How concerned should I be with this rust? Will the rusty suspension pieces be unsafe?

2. I have been reading up on rust treatment and have heard good things about POR-15. Would it be ok to use POR-15 on the suspension pieces? Will the POR-15 help at all or just be a waste of time?

3. Even if I treat the pieces with POR-15 should I still be concerned with pieces breaking because they were once rusted?
 
I gave up on the idea and decided it would be much easier to media blast and powdercoat some of the suspension pieces and replace others as maintenance (control arms). I"ll be doing this next summer probably. From what I read though POR-15 is supposed to be great.
 
ive used gallons of por 15.it works awsome and is pretty flexable so use on springs and other suspension shouldnt crack it.it works very well.just wire brush off the loose rust and paint it on with a brush.dont get it on your hands,nuthing will get it off and i mean nuthing.youll be wearing it for two weeks .i soaked my hands in paint thinner and it didnt even affect it.a cheaper route is to use roll on truck bed liner sold in gallons at most autoparts stores.it alot less expesive,and just about as good but if you have the money,you cant beat por15.
