AC On, Idles Fine. AC Off, Idle Surges. WTF!

I'm stumped here man. This is annoying. I have to drive with my AC on. The car idles at about 950 rpms with the AC on but once I turn it off the idles surges up to 1600rpms and then drops down and keeps doing it. :mad:
 
Also, guys I noticed something today (don't wanna start a new thread). Today I changed out all the vac hoses with some red silicone hoses for the "bling effect".
So, while the car was idling I noticed that my BOV line that goes to the IM was collapsed and also the PVC line that goes to IM. Whenever I revved the motor it would straighten out though and look normal but then get collapsed (as if sucking air) again when I stopped revving the motor. Is this normal?

Edit: For the BOV line the hose was only collapsed on the part of the hose closest to the IM.
