Seat belt relay, Car won't start?

There is a relay on the right side of my center councle its held in place by 2 10mm bolts. It sits right behind the computer. Well it started ticking couple days ago, but only with the car off. So i had been unplugging it when I wasn't driving. Then today car just dies still cranks over but no spark and this relay starts smoking. Anyone have any idea what it maybe for? I think its maybe the seat belt relay?
P.S. It's a 90 gsx manual

Sounds like the MPI relay.

Usually, the relay doesn't go bad. When it starts to click, however, that's usually an indication that the ecu has capacitor damage. Without this relay working, the ecu doesn't get power.
