what head can i switch out that would be better for my 99 eclipse GS.. maybe one that would give me a little better advantage on other gs's

Only thing you can really do is get some cams for it I guess. Maybe have a shop do a mild port job but it will cost a lot and you wont get much hp out of it.

The 420a head is extremely well designed. A pair of Crower 2 turbo cams, and knife-edging the intake manifold injector humps is beneficial.

how about what blocks will fit into it with a 420a head on it...with no or litle fabircation

The Dodge/Plymouth Neon block, (which is the same block you already have) and 2.4l block from the cloud car's will fit under our head, with a little re-wiring and fabrication.

edit: Also the blocks from the 4cyl Avenger and Sebring are the same.

It is not a "drop-in and go" swap, but isn't horribly difficult. Browse http://www.2gnt.com's Wiki and their forums for gobs of great info on the 2.4 swap.
