switching from low to high boost

I have a dual stage boost controller so I can run low boost in 1st and 2nd and then switch to high boost. I switch between the two via a switch on my dash. I have problems when switching from low to high while in gear and on the gas. (The boost doesn't go all the way up to 21 psi, which is my high setting). Is this normal?

If you have a serious tech question, it's a good idea to fill out your vehicle profile completely OR list the major or relevant modifications in your post. Your current profile simply lists your bolt-on mods as "A lot". That doesn't tell me anything. If you currently only have a T25, then yes, you probably won't normally hit 21psi. If you have boost leaks you normally won't hit 25psi easily.

In other words, a little more information is necessary.
 
I didn't see how a mod list could affect this question. I have a 50 trim and no boost leaks. I hit 21 psi just fine when I start out in "high boost". When I start out in low boost and try switching to high boost, it doesn't like to go all the way up. It is a dejon tool med/hi dual stage mbc.

Here is my setup:

fully built 2.3L stroker, HKS 272's, PTE 5031RE, p.r. ss o2 housing, m.r. ss 3" dp, trust 2.5" cat-back, fmic w/ 1g bov, walbro 255lph, fic 650's, aeromotive afpr, cometic mls headgasket, magnecore 8.5's, dsmlink v2 management, aem uego 02, injen intake w/ K&N, dejon dual stage mbc, sbr shift kit, m.r. short shifter - chopped, lightened flywheel, act 2100


So, any other ideas?
 
Most Likely either the Wastegate or the Boost Controller. You can try tightening the wastegate arm and possibly boring someones EBC to see what happens.

I know both of my greddy EBC's will go from low to high boost perfectly right in the middle of a pull.
