i got surge on my 1990 talon TSi

Ok, i got surge on my 1990 talon TSi. Not only idle surge, but when i give it throttle, it boggs and surges. it wont rev. it just goes vrum, vrum, vrum, vrum but the rpms wont go up. I can get it to rev high, but i have to give it a few really quick revs. I changed the TPS, ISC, and rebuilt the TB with new seals. I atleast need it driveable so i can take it to school and run diagnostics on it. If anyone has any idea to solve this please help me. Its getting really annoying to not drive my car. thanks
 
i pulled the TPS off to double check everything, and i hooked up my multimeter to check the resistance on it. I turned the inside of it with my finger and the resistance didnt change from 5.44 ohms. Does that mean its bad?
