tensioner pulley doesn't spin

My tensioner pulley isn't spinning, does it matter what direction you turn it to torque the belt? I turned it counter clockwise. For the reason of easier to tighten alone. Thanks for the help.

Nevermind, I just took it all the way off and notice smeared metal on the back side of the tensioner pulley, I guess it was pressed wrong.

Not sure I understand that part of your question. Normally the t-belt tensioner is tightened clockwise. It's much easier to tighten the bolt without loosing tension that way.
