Turn signals and hazards are out

So my car sat over winter and now I have no turn signals OR hazards. I found plenty of threads where the signals don't work but the hazards still do. I am lost for ideas here.

This thread locates the signal relay box, but how can I test it to see if its bad or not? Most threads mention the sending unit on the steering colum being bad, but if my hazards don't work either it shouldn't be the problem.
 
Hmm, I think the relay box isn't clicking on, does anyone know how to fix a relay? Or is it not possible?
