Replace it with one from the junk yard... if you try putting putty on there it'll crack after a couple of weeks
 
really its not much of a big hole i dont want to replace the whole bumper for just that small hole.
 
You could throw some fiberglass behind it and use a plastic adhesive called Fusor 114 here. Fill in what is left and sand smooth. Next you would prime the area, let sit and block smooth again. Then PAINT! I would explain more about the painting process if you would like.
