Fuel cut problem

Ive been running 12psi with the t2 small. And when i run over that i hit fuel cut. My mods are posted except ive got an ssqv bov with the recurculation kit now. But the other day just out of curiosty i took my upper hard pipe off and stuck my stock pipe back on with and apexi bov that is vented and now i can run 16psi without hitting fuel cut. And i had no boost leaks on my hard pipes or bov. What could be making it do this? Could i not have enough fuel for the solid boost going in with the hard pipes since they dont flex like my stock pipe does?
 
Sounds more like a boost leak instead of fuel cut, is it bucking when it hits fuel cut on and off? If so your hardpipe probably had a leak somewhere.
