timing jumping problem

i have a 95 eagle talon tsi the car has a rebuilt engine with about 2000 miles. The problem is the timing jumps on the car and i dont know whats making it do that. The car has no mods but the turbo needs to be rebuilt. Im not sure if thats whats causing that. thanks for the help :(
 
When you say timing what do you mean?

There's the ignition timing from Crank and Cam sensors to the ECU and then there is the mechanical timing of the timing belt keeping the cams, oil pump and crank in correct relationship to each other.
