Have you tried porting the turbine housing? External wastegate? WGA with a longer throw? I know that doesn't answer your questions, but those are some other solutions to evo3b16g creep. Running 25psi would be more fun, though!

Looking at your profile the only thing I see missing is a good frontmount intercooler, alternatively you could use water injection(water injection is cheaper but you have to refill the tank.) The 16g(all the variants) heat up the air quite a bit at those boost levels.

one more thing, while not related to your problem I see you don't have a fuel pressure regulator with a walbro 255, how is your low fuel trims/idle????

Looking at you mods, I would think you are good to go. Just log your runs and see how much timing is pulled. You could also look into putting a intercooler sprayer on it, just search on here there is write up on how to use your rear windshield sprayer as a FMIC sprayer. Might cool things off a bit. I see you have engine work done so I would assume you have a newer headgasket and ARP Studs right? If so I think you'd be fine as long as your clutch holds up.

Enjoy!

Like always, log your pulls, one of the better ways to monitor how things are going.

FMIC = front mounted inter-cooler. your system looks good to me for 25 psi safely, I am assuming that the big 16g has the appropriate wastegate and bov. i'd more highly recommend taking a look at your belts and such if you're concerned with it being a reliable / safe vehicle.

I agree that you should get some headstuds. I bought ARP headstuds, not pricey at all, also you can do your head gasket at the same time, with a nice mitsu head gasket. Also that FPR might be nice to have to, you dont want to run to lean....is your fuel pump rewired as well?

i do have a FMIC but its not hooked because of price of pipeing, they have some ceapones at ebaybut, are they good?
and no idontknow why i dont have AFPR, where can i look for aq cheap one?

what have you done for tuning? You may have to pull timing a bit, 25psi is really hot on a evo3 especially after several pulls. Your bound to be knocking if you dont have a fmic.
Id say pull off that turbo and port the mess out of your waste gate hole ( in the o2 )
and port it to the point it cant be ported no more and that should at least keep you below 23lbs. ( Unless your not telling us something, like your running open dp or something. )

25 psi is quite a bit to want to sustain.

ARP Head Studs
Mitsubishi OEM Metal Head Gasket
since your on a 16g, 650's or better yet 750cc's.
190 FP rewired (minimum)
Full 3"

Fully functional seat belt!!!

best of luck in all...
