ok heres my problem guys. my turbo usually spooled very quickly and loud a T-25. at 3500rpm I could hear it spooling already . now my car isnt pulling or creating boost till 5500 rpm and I cant reach full boost. After some more investigating I figured it out. It is not the turbo. It is not the actuator. It is the flapper inside the exhaust housing. I removed the actuator and the arm because you should be able to move the flapper open and close but this isnt happening . It feels like its getting stuck inside. some one told me that they tend to move out of place and to just take a hammer to it. Anyone ever had this problem?
 
You'll probably have to end up removing the O2 sensor housing to find out what it's doing inside. If you do and you find something different/odd, please post pictures if you can.
 
will do , just incase I will be replaceing the exhaust housing on my turbo so I will take pictures for ya
