The car was driving amazing the night before, parked it, next morning nothing, no turning over or anything. My brother in law came over with a multi meter, tested everything, we have 12.31 volts under the hood, alternator is good, starter is good, battery is good, so we went under the dash, after tons of work, we found that when the key is in the off position, we have 12.31 volts going to the relays from the ignition, but when I turn the key to the on or start position it goes down to 2.31 volts????

Anyone please help, I just sold the car and this happened, the dude was just coming over to take the car to his mechanic and I had to tell him it wouldn't start. Anything is apprectiated, thanks.

Your battery is most likely dead. You must measure it's voltage only when it has significant load on it or the measurement is meaningless. Even a dead battery will read 12V open circuit. Have the battery tested with a real battery tester at an auto store or measure it's voltage with everything turned on like lights, etc. If not battery test for short when key on.
 
we tried using another battery(dry cell) and still nothing, I also took the battery to Canadian Tire, they said it was good but need re-charge so I did that too. We think it's a short somewhere in the car but how do I go about looking for one? So clueless please help.
 
Okay, so I was driving her lastnight and it was completely fine, no signs of anything power loss or anything, parked her, went to sleep, next morning went to go to work and nothing, no power to the engine at all.

This is what works as of right now. Headlights, power windows sometimes, no radio, 4 ways work, turn signals work, automatic door locks work.

When I turn the key over, nothing cranks over, I only get a buzzing sound SOMETIMES, LOL, and it's coming from a relay I think.

What I have done: Tested for power under the hood, battery is good, I had it recharged because thats what I thought it was, we took a multi-meter and found that there is 12.31 volts everywhere under the hood, the the alternator and to the starter. We tried jump starting and nothing, we took power from the battery to the started and it turns over but doesn't completely start, just turns over. So, everything seems fine under the hood with 12.31 volts so we went into the car.

THIS IS WHAT IS EFFED!!

From the ignition to the relay there is 12.31 volts when the key is in the off position but when I turn it on, it goes down to 2 volts? Major powerloss and were completely stumped!!

Anyone have any ideas??
 
Check all of your fuses. Is your fuel pump pumping when you crank it?

Check your coils, wires, and plugs.

Do a compression test.
 
Number one. 12.31 is almost a dead battery. 12.6 is a fully charged battery. If you are having catastrophic voltage loss it's one of two things. Dead battery, or a loose connection. Check the battery voltage to see if it holds when you try to crank. The very minimum a battery can be and the car will run is 9.5 volts. I've never seen one run below this threshold. Make sure you check the battery on the posts. This makes sure you are checking battery only. Then gravitate out from there. It could be either one. Check from the battery to the starter. Sooner or later it will show. No drop is good. Excessive voltage drop is obviously bad.
